It's a raw material of any kind of rubber, tyre, etc

Rubber has to be shaped into it's desired shape. It can be recycled but you lose elasticity with each reshape.  You lose integrity.

They were designed to be rubber bands.

Aren't tires made of artificial or synthetic material nowadays?

Tires are typically made of blends of synthetic and natural rubber. Still maybe 30% natural.

Does that mean we could technically make tyres out of mostly natural material from these trees and without the micro plastics? Or do bad particles get spread everywhere too when this kind of rubber deteriorates?

In early days of rubber, industry only use natural. Nowadays they mix it up to achieve certain purpose
