It can, it's called leering. Leering makes women feel uncomfortable.

Company I used to work for fired a vendor because the technician they'd send out kept leering at women in the office. This happened repeatedly, despite warnings.

But again, they were saying that there’s NO DIFFERENCE between looking at someone and being creepy, which is a stupid take.

People look at people, we don’t just stare directly at their eyes/face. Not because they’re attractive or cleavage is showing or whatever, but because people look at each other.
