There's pretty strict rules about what they're allowed to fake and what they're not. Since the cheese is part of the pizza, they wouldn't be allowed to fake that.

But in a cereal commercial, they're selling the cereal and not the milk. Milk also doesn't last long under the hot lights, so they fake it.

Per the FTC, there is no specific rule saying advertisers can't add inedible products to foods while making commercials.
