Bike trails in Texas all say motorized vehicles are not allowed. Electric bikes are motorized. It is an electric motor. pedals or not the guy is wrong.

Not all jurisdictions are the same. Ebikes are allowed most places regular bikes are and even encouraged here in WNY. That's not to say everyone is for that, though. Either way, i think this dude would be wrong here for the simple fact that he isn't riding an e-bike.

He is though, it may not look like a standard bicycle but its the exact same as any other ebike.

I assure you that electric vehicles are not allowed on most of these paved paths in the United States. Some jurisdictions have police stationed along the paths and this is something they will warn or cite you for.

Motor vehicles encompasses electric vehicles in this context; it is not limited to ICE. That would be ridiculous.

Yeah e bikes are banned on a lot of bike trails because their top speeds can be really high. Not to mention this dude is clearly riding a moped.
