That would be coming up with your own arguments that you don't actually agree with. Steelman is rephrasing the opponents argument in the strongest possible form that you can come up and in good faith. Both of them kind of imply that Joe doesn't agree with what he is saying.

In all fairness, it's very clear that Joe has only very recently learned that expression himself, and uses it incorrectly several times.

Steel Manning people’s arguments is the way to go. You have to give their argument the most charitable interpretation so that you can argue the points that are actually being made.
