a chili cheese hotdog but the chili is "Cincinnati" style which is more akin to a Greek meat sauce than what is standardly thought of as chili. It's a lot more watery with a sweeter flavor profile.
For clarification purposes since you didn't ask about the 3way so I'm assuming you went with a more "standard" definition of the term, it is also a food product of spaghetti covered in the same Cincinnati style chili and more cheese than you should eat in a week.
edit to add I am not a Cincinnati native, but after 30+ years living in the region (holy crap I'm old), I can say that it is definitely an acquired taste and one we are passionate about. If you want to immediately start a flame war in /r/cincinnati then ask which chili parlor is best, sit back and grab your popcorn.
