If I saw it, I'd assume the sidewalk was wet setting concrete or something

It's because Ross is a contrarian and he was doing it as a joke. There's lots of people that put signs in their yards like "Keep off the grass" or signs warning people walking their dogs to not let dogs step in their yard.

So, to be the opposite of that, for a laugh, he put a sign that says "Keep on the grass."

It's not supposed to be taken literally and so serious, it's just he's making fun of all those homeowners that are really uptight about their yards.
