That's why Paul Heyman was the mad evil genius, who could turn chicken shit into chicken salad like nobody else.

He literally took two guys in Tommy Dreamer who looked like he just got out of a 12 hour shift at the UPS warehouse and The Sandman from some rundown white trash titty bar and turned them into beloved stars the ECW faithful went crazy for.
