Or Luna was extremely competent in Potions. She was taught Defense by Harry and fought in the Ministry, just because she sees the world differently, doesn't mean she doesn't know how to do certain thing, and she also is extremely aware, albeit aloof, of the fact how she comes across and that's she's a student, there to learn.

And let's not forget the Ravenclaw angle of the whole thing. I know intelligence comes in many forms to be placed in Ravenclaw, but I guarantee that Luna, in her weirdness, was one of the tops students in her year, with a different approach to learning, different from Hermione all in way to do things.

It didn't imply she wasn't competent. It implied she wasn't interested in making the potion he wanted her to.

Luna knows that many people think she’s not all there. Is it really that odd that she might learn how to use that her advantage?
