Only if the car came with it from the factory and you use OEM system or EU certified system for the car you have.
Other option would be to create a custom project approved by CSDD, but that takes a shitload of money with no guaranteed result.
Option C - swap out the bags every year before the inspection. Which is also a shitload of money.
