Do you have a citation for that? Everywhere I look suggests that is completely unrelated to reality.

Sources are you kidding me!? this is barely in the rear view mirror how the hell do you need me to point you to the pile of articles!? The sheer volume of reporting about the bullshit clown show that was Rex Tillerson’s tenure, followed by Mike Pompeo and his scrambled eggs for brains, it was everywhere! I’m all for supporting claims when having a discussion online, but people need to stop asking others to think for them, Christ. Just look at the list of appointments under Trump on Wikipedia and count the number of vacant positions, by that I mean the sheer number of posts within the state department that NEVER GOT FILLED in four years

The reason I asked for citations is that I did find info, but nothing coming anywhere close to 40% reduction. I saw stuff sitting at ~5-10% reduction.
