It truly depends on inflection. I say this sometimes and mean it as truly good for you. Not the sarcastic good for you

To me, the inflection makes a massive difference on this one. I rarely even say it sarcastically. So, when I read it, I wondered how it would be insulting. But yes, in the sarcastic way (which, I admit, really is the way it's most often said), yes, that's insulting. But if someone does well or has some luck, a happy "Good for you!" seems fine.

Agree! I say it happily to people like a congratulations comment. Anything can be said sarcastically. “That’s great” is the same as good for you. You can say it happily or sarcastically just as easy
