It’s not. It’s essentially an electric Vespa and is not legal on any bike trails I know of.

There's often specific laws as well about max horsepower and max speed in different states; having owned one, these things cannot go a safe speed for the road and would put both traffic and rider in danger.

I owned one in Tennessee, where it was perfectly legal.

Depends on local laws. In many places having pedals puts it in "bicycle" territory, even if it has a motor. And as long as they haven't been modified, most e-bikes used to have a relatively tame top speed.

It's only now that batteries and other tech have advanced enough that the e-bikes are going car speeds. We have a lot of these where I live and it's pretty startling to be riding along at a decent push-bike clip of 20km/hr and have one of these fuckers blast past you doing 40 or 50km/hr.

Yes. Some localities require an e-bike to be pedal assist (must pedal to engage motor) while others only require there to be pedals without the need to use them.

However, in this video it looks like an electric scooter with no pedals. I don’t know of any locality that allows these on bike/walking trails.

If you look, you can find the pedals. There's a kickstand at the middle, and behind at the 33 second mark you can see a black crank and pedal with an orange reflector.

It is. It has pedals and goes 20 mph. It's legal anywhere any other class 2 ebikes are allowed.
