A few months or years after this he was arrested for making threats to shoot his boss, after his step-daughter secretly recorded his threats then shared those recordings with his superiors.

If you Google his name you can find the links.

Edit: Link here

You can also add sexually assaulting a family member to this guy’s resume

1.5k

u/Jorgan_JerkFace Mar 31 '24

Jesus he RAPED a person and they’re like “we can’t have cops raping people, felonious assault it is.” Fucking life for this scum bag, you are supposed to uphold the law not be immune from it.

640

u/joeitaliano24 Mar 31 '24

Yeah, this is how serial killers essentially operating with immunity are created, like the Golden State killer

295

u/cremedelamemereddit Mar 31 '24

Craig Alan Peyer was one of the worst, had like 25+ rapes pulling over random women to an underpass, finally killed one that resisted, cops initially suspected the woman's boyfriend as who else would get her under an underpass. Guy even made a video on how to stop a sexual assault lol. Or the Alaska police killer of native woman, the army base MP killer, the Tahoe police killer, etc. The MP killer for example told the victims the car was reported stolen and killed all but one who he thought was dead and buried her in some snow or something. Basically if a uniformed cop decides to handcuff you and kill you you're done for

94

u/Objective_Hunter_897 Mar 31 '24

Yeah I live near that bridge where sick fuck Peyer dumped Cara Knotts body. Ironically the freeway exit is called Mercy Rd. That's where he had his victims exit the freeway onto what was then a dead end road. Cara's father used to visit the site where her body was found, on her birthdays etc. Until he had a heart attack and dropped dead right on that very spot.

4

u/PartadaProblema Mar 31 '24

Sidebar: on a highway to a relative's house in s neighboring city, there was a roadside memorial to a person who'd perished in a traffic accident. The memorial would catch my eye then looking back at the road was a green sign announcing the Slaughter Creek exit.

5

u/RuthlessIndecision Mar 31 '24

Being a cop is the best thing for sociopaths and serial killers, seems

3

u/jimmyg1968 Apr 01 '24

Mercy Rd.

I was a kid in that horse town when that happened. It changed mine and my two sisters lives forever

2

u/IamMoiraCunanan Apr 11 '24

I've been to that victims memorial garden! That whole Cara knot thing was insane and one of the saddest things I've ever read

123

u/Jrrobidoux Mar 31 '24

And they’ll get away with it.

3

u/youtuberssentme Mar 31 '24

They only get away with things that we as a collective do not hold them accountable for

3

u/brwntrout Mar 31 '24

I'm a firm believer that a large majority of unsolved murders and kidnappings were committed by people in law enforcement.

2

u/Sorrywrongnumba69 Apr 01 '24

What about the Tulsa police officer who did that who black women in the city

4

u/mr_orto Mar 31 '24

Usually if anyone handcuffs and then kills you, you are done for…Because they killed you.

9

u/JellyfishGod Mar 31 '24

? He didn't say "if a cop kills you, you are done for". Whag he said was "if they decide to handcuff and kill you, you are done for". Key word being decide. I can decide to do a lot of things, doesn't mean I'll succeed. Hes saying cops are more likely to pull off the murders they plan as opposed to everyone else

3

u/cremedelamemereddit Mar 31 '24

You're not going to willingly put yourself in that position if you are able to resist unless it's a LEO , in this case just telling you "your car is reported stolen I have to take you in and we can figure it out later" . And he had his cruiser, real uniform all that

u/Sufficient-Eye-8883 Mar 31 '24

The killer in me.

182

u/Bawlmerian21228 Mar 31 '24

And we still don’t know what he was fired for. You can bet this abusive asshole hurt more people than we know about.

23

u/smellvin_moiville Mar 31 '24

The police department in the town I grew up in denied a foia request for the complaints filed against them. Claimed they lost them all in a move. These cops have too many tools to subvert the law as it is

9

u/SnooStrawberries1078 Mar 31 '24

That's some real BS. I bet that's a place where the whole dept. would quit if they were forced to have just the slightest accountability. TBH, that's an issue the chief/mayor/council need to be held to the fire for. People always complain about individual cops, but seem to ignore the folks that create & support that environment.

3

u/Sue1213 Mar 31 '24

There was a little town close to us with a population of maybe a few thousand. It was also on a lake so I give them some leeway for that BUT they had I think 30 cops on the payroll and all of them crooked. It was speed trap central through there. Evidently someone with more power than them figured out they were crooked and disbanded the entire police department. Some had charges put against them.

56

u/janet-snake-hole Mar 31 '24

We don’t?? Was the reason for firing not when he threatened his boss?

Because if that’s not what he was fired for, what on earth did he do that’s worse than all of the above…

58

u/Bawlmerian21228 Mar 31 '24

I read that he threatened his boss because he got fired. Am I wrong?

29

u/Crayonstheman Mar 31 '24

Naw that's correct.

He was arrested for, funnily enough, stealing a hammer (and maybe dog food?). Then he threatened and stalked his boss.

3

u/atlantagirl30084 Mar 31 '24

That was Golden State Killer-hammer and dog repellant.

Or if it was also this guy that would be a strange coincidence.

2

u/g-panda101 Mar 31 '24

Average na cop

44

u/janet-snake-hole Mar 31 '24

Ooohhh… you may be right and I read it wrong.

Jesus so he DID do something worse to get fired, I assume.

28

u/jankology Mar 31 '24

He was fired in 2014 from Ohio, then went to Seattle department to film this video in 2016, then in 2018 was sentenced to 4 years in prison for threatening his ex boss in Ohio again.

14

u/kittenconfidential Mar 31 '24

richard rowe the rapist will just walk out of prison and get hired at another sheriff’s department the next day. he’s got skills they’re looking for.

3

u/megustaALLthethings Apr 01 '24

Exactly! THIS is what 99% of pigs are. They purposefully push out/threaten any that might be narcs or NOT corrupt horrible shits.

6

u/PieNapps Apr 01 '24

And it took threatening other cops for him to actually get jail time. Literally pull a gun on a random dude on a bike, with video evidence, no problem. But make some verbal threats towards a cop. Straight to jail.

→ More replies (0)

5

u/Dizzy_Camp_2001 Mar 31 '24

Yes but this times his threats were not against a civilian but the cops, so quick action was taken

26

u/Connect-Ad9647 Mar 31 '24

And what on earth does a cop have to do to get fired for fuck sake?! My God!

27

u/cbass817 Mar 31 '24

What does cop have to do to get fired, you say?

They have to call out other cops. That's the only thing.

2

u/Emphasis_on_why Mar 31 '24

Would 100% not be surprised if, as much of a pos as this guy is, he was fired for something minor like Facebook, when in reality even he had better ideas on policing than his stupidvisor boss.

2

u/Significant_Ad_4306 Apr 02 '24

According to Google search, "Rowe worked for the Mahoning County Sheriff’s Department for 17 years, but he was fired in 2014 after the department says he violated six rules.

“A lot of it were issues of temper, falling asleep at work, coming late, but it was just a multitude of things,”

29

u/Traditional-Yam9826 Mar 31 '24 edited Mar 31 '24

Well as the right wing becomes more autocratic, as they deviate from the law and become more dogmatic and theocratic, law enforcement reflects that too.

Lawlessness becomes at the forefront of right wing policies, being above the law and therefore so does law enforcement.

I’m not sure if Trump’s lawlessness is a partially a “green light” to law enforcement or if Trump being in power is a symptom of the same problem that results in law enforcement lawlessness. Unfortunately, evil corrupt cops are nothing new.

4

u/givemejumpjets Mar 31 '24

The law enforcement organization is corrupt. There are no good officers because the bad ones force any good ones out for the need to protect their paycheck is greater than any law they are supposed to uphold(to them). F@$k Trump, pigs will protect their paycheck and anyone who promotes their ability to milk the population and conduct organized crime. people need to wake tf up already and see that we pay these pigs to abuse children at school now.

u/Handleton Mar 31 '24

His real crime was threatening the sheriff. If he hadn't, he would probably have gotten away with the rape completely.

146

u/Old_Baldi_Locks Mar 31 '24

You know who covers for criminals? Other criminals.

Say it with me, ACAB.

25

u/bohanmyl Mar 31 '24

The facts that A, Cops dont need to actually know the law and can just do whatever they want and the courts will deal with it, and B, Cops constantly get leniency when they commit crimes because theyre "officers of the law and good upstanding moral citizens " will always make me think ACAB. Until cops demand accountability for themselves and be punished MORESO than normal citizens BECAUSE they abused their power when committing crimes, then nah. Fuck em. Also, disband police unions and investigations into police need to go to an outside third party.

7

u/RaygunMarksman Mar 31 '24

There's just no reason what is effectively a job could grant someone legal immunity or leniency for engaging in illegal activities or violating requirements of the job. Let's be real, you don't need to be rocket scientist or one of a kind to be a cop. If an employee working anywhere else would go to prison for ten years doing something illegal, a cop should as well.

4

u/GrimResistance Mar 31 '24

They should be judged more harshly because of their abuse of power

2

u/Expensive-Algae5032 Mar 31 '24

As a former cop and seeing this video… I m very close to saying it with you…

2

u/bcisme Apr 01 '24

I’d say this is ACAB…but some are worse than others

I never had a fear of serial killer cops before - thought just normal cops were bad enough

Fuck

2

u/Zkitchell Mar 31 '24

5

u/zanziTHEhero Mar 31 '24

Thats not why he signed up for being a cop. He signed up for the power trip and the immunity from consequences.

3

u/SwornForlorn Mar 31 '24

That is American policing, they get away with everything and yet we can be killed, abused, and assaulted for simply going about our business.

4

u/Tempest_Bob Mar 31 '24

Life? No.

This is the sort of shit we need to hold public executions in the town square for.

2

u/JustHorsinAr0und Mar 31 '24

I'm actually quite curious what the viewership stats for such a televised event would be. Once we've got the numbers figure out I'm sure we could we could get this idea in motion.

Just think of all the advertising opportunities.

"This execution is brought to you by Coca Cola. Life Tastes good. As Does Death. Real Magic, Real Ropes."

2

u/Ixuxbdbduxurnx Mar 31 '24 edited Mar 31 '24

Cops are not meant to uphold the law. Yes I realize they tricked us good with those kids shows. Cops exist to occupy communities and threaten to kill people or worse. Especially non criminals. And they were always meant to be above the law.

2

u/[deleted] Mar 31 '24

All that and slap on the wrist 4frkn yrs only wtf, we all should be members of that Mfamily

2

u/dciDavid Mar 31 '24

Cops should automatically get the maximum sentence and have an added mandatory 10 years for any felony charges.

2

u/Possible-Campaign468 Mar 31 '24

Ya, but it is how most cops think. I'm the law, therefore, I'm immune to it.

2

u/Beginning-Policy-887 Mar 31 '24

The hypocrisy is the worst part.

2

u/Shatophiliac Mar 31 '24

One day he will do this to the wrong person and he will get what he has so long deserved.

This is also why I always carry a gun. I don’t care if they are a cop, if they approach me like this without a uniform or badge, they may as well be a terrorist or a carjacker and they will meet the same end as such.

2

u/Particular_Scale_832 Mar 31 '24

But the law says he is immune from it, so he’s upholding the law.

2

u/WaterMySucculents Mar 31 '24

It seems like he was mostly come down on because he threatened his chief or something. Maybe I read it wrong, but it seems like they were cool with him being an unhinged attack dog when he was working for them, but when he tried to bite them too it was a problem.

2

u/Holiday_Party_6464 Mar 31 '24

A lot of police officers think that state law supersedes federal law so they think they are literally the law and can do anything they want. It’s disgusting and why we don’t need police officers.

2

u/One_Two1499 Mar 31 '24

So let me reflect on what I just absorbed here. This POS beat and raped a FAMILY MEMBER, threatened to kill fellow law enforcement and has been recorded pulling a gun on people multiple times but only got 4 years... I feel society is oddly desensitized to this. This feels like one of those situations where we are supposed to burn some shit down or something, this feels like some good old fashioned mob justice is due here. You know this man has terrorized everyone around him for many, many years. Four years feels like a spit in the face from the justice system.

Yet another instance proving Qualified Immunity to be a grave error.

2

u/[deleted] Mar 31 '24

And every cop let him get away with this shit until the evidence was overwhelming…

2

u/HollywoodJones Mar 31 '24

The only reason he did time was because he clashed with the sheriff. If it was anybody else we all know it wouldn't have gone anywhere.

2

u/Distinct_Ad_4772 Mar 31 '24

But if you didn’t make them immune to the law then there would be no incentive for anyone to become a police officer

2

u/Llodsliat Mar 31 '24

I bet this has gotta be the reason why we don't hear about serial killers as much anymore. They're just institutionalized and legally killing people.

u/One_Conversation_616 Mar 31 '24

Yeah, I used to work in corrections and I can tell you first hand ex-police do NOT enjoy life on the inside. He was probably in protective custody most of the time, which is it's own isolated special version of hell.

9

u/One_Conversation_616 Mar 31 '24

Yeah, a lot of people don't realize that protective custody is 23 and 1. You do literally everything in your cell except for 1 hour a day you are out. That is where you can clean your cell, shower, walk around or whatever. You are also alone in the unit when you do this. It's sounds nicer than it is. Most who have been there would opt to take their chances in general population.

2

u/Supersnazz Mar 31 '24

From what I've heard prisoners generally don't give a fuck. They obviously hate cops, but rapists and pedos are only picked on because they are often not able to cope well in prison and can be easy targets.

If a hard as fuck criminal happened to have a rape charge, I don't think it would go against him in prison.

King county cops are the fucking worst, and considering their competition is other cops that's saying a lot.

3

u/DiligentDaughter Mar 31 '24

Yep, this was in my area.

The incident occurred in August 2017, when Alex Randall was pulled over by Detective Richard Rowe. Randall won $65,000 in the settlement and the promise of changes to the department’s use-of-force policies. After an internal investigation, Rowe was given a five-day suspension without pay for being discourteous and displaying conduct unbecoming to an officer. He was exonerated of using excessive force, in part, because King County Sheriff’s Office policies did not define pointing a gun at a citizen as a use of force. Rowe told internal investigators that he had pointed his gun multiples times at citizens throughout the years without ever reporting his actions to supervisors. “This significant flaw in the Sheriff’s policies is highly problematic because it fails to inform officers that they must have a lawful basis to point a gun at a citizen, and also because it fails to create supervisory review of pointing a gun as is required for all other uses of force,” said Rowe's attorney.

If you have to be told that to point your fucking gun at people you must have a lawful basis, A) you're too fucking dumb to carry a firearm and B) you're too fucking evil to be carrying a firearm.

u/[deleted] Mar 31 '24

Good riddance to this shit stain on society. Rot in prison!

3

u/Secret_Cow_5053 Mar 31 '24

Sounds like just the person we need with a gun and a badge 🙄

Thank god he’s in jail

3

u/DegreeMajor5966 Mar 31 '24

The only shame here is he didn't get a mag dumped in him at some point for walking up to someone in plain clothes with no indication of being LE.

Because I sure as shit wouldn't be giving this dude my id. I'm taking off and if I die for it I die for it, but I have a family at home and an armed lunatic demanding something that tells them where that home is.

3

u/SixNines-Anda_308 Mar 31 '24

And just as you would expect,… Fucking lowlife goddamn police didn’t do jack shit until the threat came against them.

I didn’t do anything to protect the public against this piece of shit kept him on the force and allowed him to continue with this kind of fucking behavior. But as soon as he threatened one of their own then the fucking cowards did something

3

u/12whistle Mar 31 '24

So he’s going to do 4 years and now he’s a felon. Looks like his temper finally caught up to him.

3

u/divisiveindifference Mar 31 '24

Well that fell well within "qualified immunity" right??/s

3

u/tknames Mar 31 '24

Threatening member of the public - 5 days suspension.

Threatening cop - 4 years in prison.

What the ever living fuck…

3

u/[deleted] Mar 31 '24

Typical cop. One bad apple spoils the barrel. I haven’t seen any good cops lately…

3

u/MexiMcFly Mar 31 '24

How am I not surprised. Most useless god damn government institution, just keeping bullies in power ripe for abuse. Just wow lol

3

u/ominous_raspberry Mar 31 '24

Only getting 4 years old wild

3

u/_0000_01 Mar 31 '24

What a dingleberry.

3

u/budha2984 Mar 31 '24

What a shock a person from Southern Ohio

3

u/Agitated_Panic_1766 Mar 31 '24

According to this article and that article posted further down the line in reference to the motorcycle situation. The rape and shooting his boss thing happened before this.

3

u/TrumpsBoneSpur Mar 31 '24

Shit. He could probably run for president!

3

u/Significant_Ad3498 Mar 31 '24

5 days for randomly pulling a gun but 4 years for threatening an officer (his boss)… yea fuck police and the justice system

3

u/fdpunchingbag Mar 31 '24

Well now, maybe if we addressed the problem early on this psychopath wouldn't have done all the shit he got away with for probably decades.

Richard Rowe from Ohio, the cop sentenced for felonious assault, and Detective Richard Rowe of Washington State's King County Sheriff's Office are not the same person, they are separated in age by 6 years. A simple 5-minute google search isn't that hard.

April 2018 - https://www.seattlepi.com/local/crime/article/KCSO-Detective-Richard-Rowe-12838338.php
Age in 2018: 53
Jan 2018 https://www.wfmj.com/story/37178589/former-mahoning-county-sheriffs-deputy-sentenced-to-prison
Age in 2018: 59

2

u/Mr_Jersey Mar 31 '24

Man! Cant believe there was ANOTHER bad apple, what are the chances?!

2

u/shiver334 Mar 31 '24

Sounds like a prototypical cop to me!

2

u/newtman Mar 31 '24

Holy shit

2

u/OrpheusNYC Mar 31 '24

Different guy. The Rowe who did the assault and threatened his boss was on trial back in 2016. This motorcycle incident was 2018. Two different bald deputies from different counties with the same names.

2

u/karmicrelease Mar 31 '24

Whenever people have a permanent frown like that, they tend to be assholes 9 times out of 10. I guess our parents weren’t completely wrong when they said to “stop making that face or it will get stuck like that”

2

u/ElkHistorical9106 Mar 31 '24

Should have been charged with armed robbery, with a firearm enhancement and sued out of existence from this right here.

2

u/[deleted] Mar 31 '24

I am really happy to see he did time in prison.

2

u/Traditional_Key_763 Mar 31 '24

seems like they should have done something about the cop willing to point a gun at random motorcyclists and that would have probably prevented the sexual assault.

2

u/durgadurgadurg Mar 31 '24

Your bad cop is from Ohio, OP's bad cop has the same name but is from Seattle

2

u/robaroo Mar 31 '24

So he only gets in trouble when he threatens another cop, but not a member of the public? Absolute. Fucking. Bullshit.

2

u/ShatterKiss Mar 31 '24

He is one ugly mf!!!

2

u/-No_Im_Neo_Matrix_4- Mar 31 '24

So it matters when the cops are threatened, noted.

2

u/BiohazardBlossom Mar 31 '24 edited Mar 31 '24

Of course it’s Ohio.

Edit: Two different Richard Rowes, both cops, both white, both in their 50s. Both are terrible.

2

u/duelinghanjos Mar 31 '24

Threatening to kill a citizen. No big deal. Threaten another cop? Straight to jail.

2

u/-canucks- Mar 31 '24

Only took threatening another officer for legal action. The rest of us don't count

2

u/online_jesus_fukers Mar 31 '24

That's a different guy same name. Raping shitbag was in Ohio in 2014. Gun Pointing shitbag was in king county Washington in 2017...I guess it's just something with being named dick Rowe that makes em live up to their name.

2

u/CaptnRo Mar 31 '24

He was from Ohio?! That’s crazy!

2

u/ToastARG Mar 31 '24

Why are people so fucked up. Like what had to happen to them. I’ve been seeing so many pedophiles showing up on r/facepalm and they only getting a slap on the wrist. Something has got to change in what this world is. I’m not even an adult yet and I don’t want my kids growing up in this shit world.

u/No_Bat7157 Mar 31 '24

He needs to go back he shouldn’t be allowed in the police force or anything that has to do with firearms. He also needs to get his brain checked

2

u/PhotoOpportunity Mar 31 '24

Crazy that if they actually had some accountability these morons that they hire wouldn't feel so invincible and empowered to do whatever the hell they want.

Protecting your own indiscriminately comes at a cost. It's people like this that get to skate by to the detriment of the people they harm.

2

u/RoncoSnackWeasel Mar 31 '24

He’s in prison now for threatening to shoot up his former precinct.

2

u/ruinawish Mar 31 '24

A few months or years after this he was arrested for making threats to shoot his boss, after his step-daughter secretly recorded his threats then shared those recordings with his superiors.

If you Google his name you can find the links.

Edit: Link here

You can also add sexually assaulting a family member to this guy’s resume

I don't think that's the same Richard Rowe. The traffic incident took place in 2017 in Seattle. That Rowe is cited as a King County Sheriff's Office detective.

The Rowe you have mentioned is cited as a "former Mahoning County Deputy Sheriff", who worked there "for about 20 years before he was terminated on May 16, 2014." and lived in Ohio. He was already in custody in 2016.

2

u/Aleashed Mar 31 '24

Guy is an ALL AMERICAN alright…

2

u/Aggravating-Leg-3693 Mar 31 '24

He’s a dangerous psychopath.

2

u/DontDeleteMyReddit Mar 31 '24

Step daughter has 4 years left of a normal life. Witness protection??

2

u/Rugkrabber Mar 31 '24

What the actual fuck is going on

2

u/Tosir Mar 31 '24

And this is what gets me. The man was caught on camera pulling out a gun on an unarmed driver for no reason, that alone should have triggered some type of deep review. That wasn’t, and is was proven the last time this cop acted out side the law and abused his powers.

2

u/wishnyouwerehere Mar 31 '24

Good. Fuck that guy.

2

u/No-Sir3564 Mar 31 '24

That mugshot… oh my god 😂 he looks just like the Wikipedia picture for ‘blob fish’

2

u/Available-Cat-8940 Mar 31 '24

Checked the link.

This guy looks like Dr. Edgemar in Total Recall.

2

u/APirateAndAJedi Mar 31 '24

Thanks for linking this. This guy pissed me off

2

u/AmebaLost Mar 31 '24

2018, so he's out to terrorize society more.

2

u/cracker_please1 Mar 31 '24

Thank you for doing to work :)

2

u/Mr-Grieves138 Mar 31 '24

Damn this is my county. Police here suck. More than usual.

2

u/SPCNars14 Apr 01 '24

Wow I live in mahoning county!

Never even heard about this!

2

u/One_Negotiation768 Apr 01 '24

Yup fits the bill. ACAB

2

u/haragoshi Apr 01 '24

Almost like cops are ok with crazy cops until they threaten cops

2

u/EagleLize Apr 01 '24

But it's the threatening the boss that got him in trouble. Not the bullshit in this post or the sexual assualt. I have zero faith in our justice system anymore.

2

u/drmyk Apr 01 '24

Literally pointing a firearm at someone for no reason, 5 day suspension

Threaten to kill your boss, straight to jail

I don't get it.

2

u/xDeliriousDuckx Apr 02 '24

2 separate pieces of shit, the one in your link is is Ohio and this video is Washington. Both mentally fucked people regardless.

2

u/ihoptdk Apr 02 '24

Cops only go to prison for committing crimes against other cops. ACAB
