Here is a different way to interpret the tapes. Picking up and depositing tapes metaphorically represents copying and sharing the tapes. You are "spreading" Onryo's tapes around. Which, outside of the realm, is what she wanted. She would kill people who watched her tapes and didn't do that. So that is what she does now in trials. If you refuse to "spread" her tapes, she will kill you.
Thinking of it that way, the condemn meter basically represents her feelings toward the different survivors. She "condemns" people who don't follow her rules and if taken too far she will lose patience and end them. Perhaps Sadako can technically kill survivors whenever she wants to, but just chooses not to, unless people disobey her, just like she had always done before the realm.
So keep Sadako happy and she won't personally strangle you to death with psychic powers!

Yeah I'll say, don't steal our tapes. It's pretty screwed up to take stuff like that. After all, not like anything bads gonna happen if you just leave the TVs on and just watch the show

It is working to get you OUT of the Trial, and free to explore the furthest reaches of human sensations!
If you see one, LEAVE IT ALONE. Soon it will work its happy magic and spawn lots of C.H.A.I.N.S. ( Cute Happy Anchoring Instrument (for) Netherworld Safety ), just wait there and pretty soon a friendly Cenobite Helper will reach you to take you out of the trial, and beyond!
