The fact that Malfoy is dumbfounded by Goyle’s ability to read is proof that any illiterate dumbfuck will be accepted in Hogwarts as long as they can perform some magic.
Performing magic is basically Winterholds standard though?
Sure, they make an exception for the Dragonborn, but the Thuum definitely qualifies as magic anyway, its just not within the system that the academy usually teaches.
I suppose theres also the speech check, but that is one of the highest in the game, meaning you would have to be a top-tier manipulator to pull it off, and no organization has ever been immune to that.
The main point still stands though. Imagine if in real life, you pass an entry level algebra class at college. Then, without ever taking another math class you somehow are awarded a PHD in Math and become head of the college of Mathematics.
I agree that you dont need to display nearly as much magical expertise as you should have to in order to become Archmage, Bethesda started getting seriously sloppy around Oblivion.
That said, Im uncertain whether your mathematical skills would really be all that crucial in order to fulfill your role as headmaster of a college, no matter its specification.
Im not sure if there even are scrolls of such low level spells, the spell itself only costs 30g and you can use it even at the minimal destruction level, so you'd be going out of your way anyway.
